Shall we have a running tally of this emerging rivalry? Even if Kalinga Representative Manuel Agyao has been appointed as “caretaker”, we hope Mt. Province officials will lobby to have a special election held so the peoples choice will come out. Eh matagal pa naman ang 2010 elections.
Kalinga solon appointed as Mountain Province congressional caretaker
By Dexter See/Northern Philippine Times
BONTOC, Mountain Province – House Speaker Prospero Nograles appointed first-term Kalinga Rep. Manuel S. Agyao as the caretaker of the congressional post of this province which was vacated by the demise of veteran lawmaker Victor S. Dominguez last Feb. 8.
Nograles appointed Agyao even as some politicians in the province endorsed Baguio City Rep. Mauricio G. Domogan as caretaker of the vacant congressional post for over two months now.
The House Speaker stood firm on the existing rules and regulations adapted in the appointment of caretakers whereby the lawmaker with the same political affiliation and which is the closest in terms of the geographical location to the province would be named as the temporary caretaker.
Dominguez succumbed to cardiac arrest with complications of diabetes at age 72 last Feb. 8 at the Capitol Medical Center in Quezon City.
He was serving his eighth term in Congress tracing back to the Batasan Pambansa during the martial law years.
Agyao is a member of the Kabalikat ng Mamamayang Pilipino (KAMPI) in the Cordillera which was chaired by the late Mountain province lawmaker.

Malakas ata si Cong. Agyao kaya kahit 1st termer he got the post. Eh admin. ka ba naman!
(Pero may kilala akong apo nya daw, ang yabang to the max!)
Hmmm… I see. So now Agyao is the caretaker. What is his track record so far, Sir BB? But yeah, I do hope special elections are held. It’s much better to have our own congressman, one who doesn’t need to be torn between handling two provinces.
I do not know the real reason behind Agyao’s appointment, but here are three possibilities: first, it’s only natural to choose A over D because the latter voted for De Venecia during the selection for the new Speaker of the House; second, it is natural to choose A since he has the same political alignment as Dominguez; and third, the appointment may have been influenced by the late D’s widow who is close to the powers that be.
I think the first option may have been the real reason, but only to show that House rules are to be observed, the same was made the basis in the appointment.
